Commencing with the installment due and payable in 1969, the entire balance of assessments for special improve- ments known as Sanitary Sewer Improvement No. 1 and Water Improvement No. 62-1 are hereby cancelled as to Lot 1, Block 1, Todd's Outlots. 2.
