Larpenteur Ave. <br />Saint Paul, MN SS113 <br />Re: North Como Community Garden <br />Dear Mr. Mayor and City Council Members: <br />I am writing to you as a concerned citizen who lives across the street from <br />the location of the "community" garden proposed by North Como Presbyterian <br />Church (NCPC). I am not an attorney, so my use of Latin-will be limited to what I <br />have picked up from watching The Godfather. I, along with the 63 other <br />signatories to the Appeal have serious concerns over the location of the proposed <br />garden; which we will hopefully be able to share with you at a later hearing <br />involving the issuance of a Conditional Use Permit (CUP). For now, I will confine <br />my comments for the most part to the issues under debate involving the <br />requirement for a CUP. <br />I have read numerous pages involving the appeal trying to determine if this <br />garden would qualify as "moderate impact quasi public use," which would require <br />a CUP. I feel it appropriate to mention that Roseville's advertisement of this so <br />called "garden" on the City's website -and the City providing the majority of the <br />gardeners to NCPC from a waiting list the Parks and Recreation Department <br />possesses) -make the "impact" debate seem unnecessary. <br />Nevertheless, I would like to offer a different perspective of impact for your <br />consideration. One block to the west of the proposed garden starts the <br />Larpenteur Avenue revitalization known by the moniker of "Gateway to <br />Roseville." This one-half mile beautification project helps form an impression of <br />Roseville to all of the 20,000/ dayz vehicles that travel down Larpenteur each day. <br />By simply changing the appearance of a one-half mile stretch of one of the busiest <br />streets in the City, Roseville made an impact that touches every citizen (and non- <br />RCA attach. p. 41. <br />Z Figure taken from Kimberly Spears letter to Bill Malinen (RCA attach. p. 40.) <br />
