Councilmember Pust noted the need for inventorying private prop- <br />erties having Ash trees, as well as the grant funding for boulevard tree invento- <br />ries; and impacts to environmental cycles needing immediate action. Council- <br />member Pust encouraged Commissioners to make this a priority for an integrated <br />plan, and subsequent recommendations to the City Council. <br />Commissioners expressed their concerns with the continued elimination of Dis- <br />eased and Hazardous Tree funds; and how those funds should be allocated. <br />Councilmember Johnson asked hypothetically, given tonight's discussion, how <br />the Commission recommended paying for extra staff and maintenance of a com- <br />munity center; noting the difficulties being faced by the City of Duluth after using <br />regional and state tax money to build facilities that they couldn't maintain over <br />the long-term, noting that those monies couldn't be used for maintenance; and <br />recommended some serious planning for long-term staffing and maintenance of <br />such a facility. <br />Chair Stark thanked Councilmembers and Commissioners for the good discus- <br />sion. <br />Recess <br />Mayor Klausing recessed the meeting at approximately 7:44 p.m. and reconvened at approx- <br />imately 7:52 p.m. <br />11. Public Hearings <br />13. Business Items - Presentations/Discussions <br />a. Discussion on the ZO11 Priority-Based Budgeting Program Ranking Metho- <br />dology <br />Finance Director Chris Miller provided potential specific criteria/definitions for <br />each ranking category (Attachment A) to continue discussions, as detailed in the <br />RCA dated June 7, 2010. <br />Discussion included ranking of mandatory obligations and whether those service <br />levels were also mandated; <br />Councilmembers appeared in agreement on the proposed ranking (Attachment A), <br />requesting that, for those mandatory items not requiring any ranking (i.e., insur- <br />ance), staff include them at the beginning of budget worksheets as a reminder to <br />Councilmembers and for public awareness that they were mandated obligations. <br />By consensus, Councilmembers approved adoption of the Program Ranking Me- <br />thodology prioritization categories for 2011 Priority-Based Budgeting as detailed <br />in the RCA dated June 7, 2010. <br />
