<br />Council, and the substance of the views presented by them were as <br />follows: <br /> <br />Storm Sewer Improvement ST-67-24 <br /> <br />Mr. Raymond, Village Manager, indicated he had received three <br />written communications. <br /> <br />1. Mr. and Mrs. Lawrence Brox, 1055 Ryan Avenue West: In <br />favor of the proposed improvement. <br /> <br />2. ~rr. Lewis L. Anderson, Attorney at Law, First National <br />Bank Building, St. Paul, Minnesota, representing Roselawn Cemetery: <br />The Roselawn Cemetery Association had received two notices relative <br />to the public hearings--one for properties lying east of Victoria <br />and the other for properties lying west of Victoria. Being a <br />public cenletery, they are not liable for general taxes or special <br />assessments. <br /> <br />3. A petition from residents of Parker Avenue between <br />Lexington and Victoria, signed by the owners of at least 29 <br />parcels of property, indicating that they were opposed to having <br />a storni sewer system put in their street since there is no <br />drainage problem and it would be a waste of taxpayers' money. <br /> <br />The following persons appeared: <br /> <br />MR. FRANK WHALEY, 1061 West Roselawn Avenue: He was assessed <br />for 450 feet of frontage on Roselawn when the storm sewer was <br />constructed in 1966. There is a pasture on both sides of his <br />house and the house is 150 feet fronl the street. The street <br />behind him is Ryan on which houses are built and on which street <br />storm sewer will now be constructed. Feels there would be no <br />benefit to him since he can't build one house behind another when <br />there is no street in between. <br /> <br />MR. ERNEST OBERG, 978 Parker: Asked for a clarification of <br />the per acre assessment basis. Also asked what facilities are <br />anticipated to be constructed to collect the water. Wanted to <br />know if it wasn1t difficult to collect water without a contain- <br />ment system. Further wanted to know if the ditches on Parker <br />Avenue would be permanent. <br />
