Council, and the substance of the views presented by them were as follows: Storm Sewer Improvement ST-67-24 Mr. Raymond, Village Manager, indicated he had received three written communications. 1. Mr. and Mrs. Lawrence Brox, 1055 Ryan Avenue West: In favor of the proposed improvement. 2. ~rr. Lewis L. Anderson, Attorney at Law, First National Bank Building, St. Paul, Minnesota, representing Roselawn Cemetery: The Roselawn Cemetery Association had received two notices relative to the public hearings--one for properties lying east of Victoria and the other for properties lying west of Victoria. Being a public cenletery, they are not liable for general taxes or special assessments. 3. A petition from residents of Parker Avenue between Lexington and Victoria, signed by the owners of at least 29 parcels of property, indicating that they were opposed to having a storni sewer system put in their street since there is no drainage problem and it would be a waste of taxpayers' money. The following persons appeared: MR. FRANK WHALEY, 1061 West Roselawn Avenue: He was assessed for 450 feet of frontage on Roselawn when the storm sewer was constructed in 1966. There is a pasture on both sides of his house and the house is 150 feet fronl the street. The street behind him is Ryan on which houses are built and on which street storm sewer will now be constructed. Feels there would be no benefit to him since he can't build one house behind another when there is no street in between. MR. ERNEST OBERG, 978 Parker: Asked for a clarification of the per acre assessment basis. Also asked what facilities are anticipated to be constructed to collect the water. Wanted to know if it wasn1t difficult to collect water without a contain- ment system. Further wanted to know if the ditches on Parker Avenue would be permanent.
