2. Further, Local Human Rights Commissions can provide information and advocacy to <br />community members so that they better understand and can support best practices for reducing <br />the number of youth of color and juveniles in general who are detained by the county. <br />3. The Leaague of Human Rights Comissions can continue to work with local human rights <br />commissions to advocate for social justice and carry on the education of new members who <br />join these commissions <br />4. The League of Human Rights can join with other Human Rights Organization within the state <br />and with our Legislators to advocate and support the institutionalizaiton of good practices in <br />the Minnesota Juvenile Justice System towar youth of color. <br />Annex 1 <br />Conference: Juvenile Justice, Interventions to Reduce Detention of Youth of Color <br />Legenth of Time for theConference, 1 Day. <br />Conference Agenda <br />1. Keynote address: Speaker to be Identified <br />2. Examination of the reasons why there is a disproportionate percentage of youth of color in <br />detention. Review of Juvenile Justic Advisory Committee Recommendations, 2009 <br />3. Explanation of interventions that lead to reduced time of youth in detention. <br />Use of the Juvenile Detention Alternatives Initiative (JDAI) in reducing the overrepresentation of <br />youth of color in Juvenile Detention Centers in the Tri-County Area of Hennepin, Dakota and <br />Ramsey Counties. <br />Implementation of the "Risk Assessment Instrument (RAI). The RAI is an instrument that <br />measures the risk of youth re-offending and failing to appear for court. The tool was designed by <br />stakeholders from law enforcement, public defenders, county attorneys, schools, community <br />members, the judicial system, human services, corrections, probation and detention. Youth who <br />score high for risk to re-offend or who fail to appear for court, are detained. Those who are at <br />medium risk, are placed on Alternatives to Detention (House Arrest of shelter placement) and are <br />given a Notice to Appear for a court date. Low level offenders are released to parents and receive <br />a notice to appear for court via USPS. <br />Discuss results of Interventions: Since implementing RAI, the Average Daily Population at <br />Ramsey County JDC as seen a 66% reduction. As well, Ramsey County has improved the <br />Conditions of Confinement for the youth who are securely detained. <br />4. Review of Conference Titled __ ,held in 2008 <br />
