Roseville Human Rights Commission
DRAFT Minutes -June 8, 2010

3d. Financial Report

Carolyn Curti reviewed the budget report, noting that the Commission's budget was $2,000, not
the $2,250 as previously reported. She also noted that the Bremer Foundation grants must be
spent by March 2011.

Commissioner Oftelie moved and Commissioner Grefenberg seconded motion to accept the
committee report. Motion prevailed unanimously.

4. Business Items

4a. Participation in Rose Parade

Curti explained that the Commission had reserved a vehicle in the June 21 Rose Parade. She
wanted a commitment from commissioners before inviting essay contest winners to participate.
Commissioner Oftelie said she was in the parade last year. The city provided a truck but she was
not able physically to climb into the truck. Two essay contest winners sat in the back of the
truck. Oftelie said there was no signage identifying the essay contest winners.

Commissioners discussed the value of participating in the Rose Parade or whether there were
other ways to bring recognition to the commission. Curti said there are numerous community
events, especially during Rosefest in which the HRC could set up a booth.

Other commissioners noted that they first learned about the HRC through the Rose Parade.
Several commissioners had conflicts with the parade day, but Commissioner Oftelie and Chair
Singleton agreed to ride in the parade.

Commissioner Grefenberg moved and Commissioner Jaeger seconded motion that the HRC
participate in this year's Rosefest Parade. Motion prevailed unanimously.

The Commission directed Curti to invite the essay contest winners to participate and to create
something identifying the essay contest winners.

4b. Collaboration with Police Civil Service Commission

Curti reviewed the question from the Police Civil Service Commission whether there are projects
on which the commissions could collaborate. Curti said the Police Civil Service Commission's
responsibilities are prescribed by state statute, and she has asked the city attorney to review
whether the commission is limited just to those responsibilities or whether they could expand
what they worked on. She suggested that the HRC discuss the topic with the City Council.

Commissioners asked Curti to report back about collaboration at an upcoming meeting.
