He added that there are many items such as typos <br />or misspellings that need to be addressed, but he prefers this review <br />focus on larger content issues or concerns. <br />The CAT offered the following comments regarding this first draft: <br />• The "first person" perspective is a good idea, but we need to be <br />cautious about opinions; some items could be added as <br />sidebars/quotes to bring opinions into the document; self- <br />. congratulatory statements should also be watched. <br />• The vision is not as exciting as the boards, so more effort should be <br />directed there. <br />• Don't go only to Bob Bell; find a reference to this work, and its <br />vision-be more fervent, more idealistic, more forward-looking for <br />this document. <br />• Add Julia Jacobson's article about the rocket. <br />• There are several places where the draft repeats; make greater use <br />of appendices. <br />• Make the executive summary longer and make this document the <br />appendix; look to the appendices for particulars. <br />• Talk about an annual review, leading to a strategic plan with an <br />annual action plan; Lonnie noted that this is what staff currently <br />does to plan their work. <br />• Don't lose information from this draft, but make it more focused. <br />• Get more about the value of neighborhood parks into the <br />document-about identity and gathering; make sure there is a <br />related policy about neighborhood parks. <br />• Look at programs and how they need to serve seniors in their <br />homes; this could be in the trends and programs sections. <br />• Need to look at what seniors really use, and it's not just <br />intergenerationaldirectians; they use many of the same facilities <br />that the rest of the community uses; it was noted that current parks <br />and recreation directions are ability focused, not aged focused. <br />• The idea of repurposing parks as use changes needs to be more <br />directly addressed. <br />• Even if seniors are not well-accommodated in the parks, we need to <br />keep younger kids and teens active and engaged, keeping parks <br />available for kids to use. <br />4 Next steps <br />• The "Next steps" agenda item was discussed prior to the review of the <br />draft master plan. <br />• Lonnie Brokke reviewed a memo he had prepared and forwarded to Bill <br />Malinen (City Manager) regarding the Parks and Recreation Master Plan <br />and a proposal for a Phase One implementation action plan. It was <br />noted that the Parks and Recreation Commission did not support moving <br />forward with a referendum at this time. <br />• CAT members had the following questions and comments about the <br />memo and the proposal to pursue a referendum: <br />
