Plan A cities <br />Minn. scat. § a12sv1, The clerk iIi a Plan A city must perform all the duties of a standard <br />subd. l <br />plan city clerk except that the clerk does not serve on the council. <br />b. Plan B cities <br />Minn. scat. § a12.bs1 The clerk in a Plan B city is responsible for the following: <br />• Keeping public records. <br />• Custody and disbursement of public funds. <br />• The general administration o~ the city's affairs as ordained by <br />the council. <br />Minn. scat. § a12.6s1 In addition to the above duties, the c~erk may be designated to act as <br />secretary to the council. <br />Minn. scat. § 42aA.04, A city clerk may have additional duties, depending upon other <br />subd. I <br />factors. For example, if the city has ~:. volunteer fire department, the <br />clerk serves as an ex-officio member on the board of trustees for the <br />firefighters' relief association. <br />3. Home rule charter cities <br />The role of a city clerk in a home rule charter city will depend upon <br />the provisions that exist in the city's charter. Home rule charter cities <br />should check their charters to determine whether there is such an <br />office in their city, and if the office is appointed or elected. <br />4. Other duties delegated to or from clerks <br />Specific statutes allow the council to delegate a variety of other <br />duties to or from statutory city clerks. <br />a. Bookkeeping duties <br />Minn. scat. § a12.151, The council may delegate all or part of the clerk's bookkeeping <br />subd.2 <br />duties to another officer or employee. This must be done by passing <br />an ordinance. A copy of the ordinance must also be sent to the state <br />auditor. The officer or employee to whom the responsibilities are <br />given must furnish a fidelity bond conditioned for the faithful <br />exercise of the duties. If the bookkeeping duties aze delegated to the <br />treasurer, the city must have an annual audit. <br />b. Deputy clerk <br />Minn. scat. § 412.151, The city clerk may appoint a deputy clerk with the consent Of the <br />subd. I <br />council.
