Stet. § 412.721 The procedure for disbursement of funds is similar to that in a <br />standazd plan or Plan A city except that the mayor and manager sign <br />the orders instead of the mayor and clerk. The manager must specify <br />the particulaz fund from which payment will be made on each <br />contract that requires payment using city funds. This must be noted <br />on each contract. <br />7. ChSef purchasing agent <br />Minn. Stet. § 412.691 The city manager is the chief purchasing agent for the city. All <br />purchases and contracts that do not exceed $15,000 are made or let <br />by the manager unless the council has set a lower limit. All claims <br />resulting from these purchases and contracts must still be audited <br />and approved by the council in the same manner as done in other <br />statutory cities. <br />Minn. Stet. § 412.691 All other purchases and contracts can be made by the council only <br />after the recommendation of the manager has first been obtained. All <br />contracts, bonds, and other instruments to which the city is a party <br />must be signed by both the mayor and the manager on behalf of the <br />city. <br />8 Administrative code <br />Minn. Stet. § 412.651, If the council requests it, the city manager must prepaze an <br />subs. 8 <br />administrative code for the council to consider adopting. The code <br />must incorporate the details of administrative procedure, and the city <br />manager must suggest amendments to the code from time to time. <br />9. Additional duties <br />Minn. Stat. § a12.6s1, The city manager must perform any other duties that are required by <br />subd.9 <br />statute for Plan B cities. Additionally, the manager must meet any <br />other responsibilities the council gives him or her by ordinance or <br />resolution. <br />Home rule charter cities with city managers should check their <br />charters for their manager's duties. <br />C.
