• Roseville Charter Commission <br />Roseville City Hall Council Chambers <br />Minutes of Meeting of May 16, 2000 <br />I. -Call to Order/Roll Call: The meeting was called to order by chair Vicky Lorenz at 7:03 p.m. <br />Present: All members were present. <br />II. Approval of Minutes for April 19, 2000. A correction was made on the vote for the motion on a press <br />release. Motion by Pat Johnson to approve the minutes as corrected was approved. There was a brief <br />discussion of the need for a specific number of members to handle publicity. <br />III. Public Comment: Five Roseville residents appeared to express their views: Roger Toogood, D' Wayne <br />DeZiel, George Johnson, Pat Igo and Sharon Gerber. Comments were both pro and anti a home rule <br />charter. Of special note were Roger Toogood's recommendation of David Broder's book, Democracy <br />Derailed, and Sharon Gerber's confusion over the purpose of the charter commission and her <br />recommendation to inform the public of the chazge to charter commissions under the laws of the State of <br />Minnesota. <br />IV. Al Sands report on initiative and referendum in metro area charter cities. Mr. Sands prepared a survey on <br />metro area cities' use of initiative and referendum. He received responses from 22 of the 24 cities he <br />surveyed. Within the parameters of the survey it shows that citizens' use of initiative and referendum has <br />been rare -six times in the past five years by four cities. Fifteen other referendums were held under other <br />• auspices than a citizens' referendum. Citizens can receive copies of this survey from Mr. Sands by <br />contacting him at 651-489-1393 (office), or 651-633-5761 (home). <br />V. Commission Discussion: Commission members mentioned the limitation of a Plan B City to originate <br />initiatives, prohibition against imposing term limits, probability of abuse of initiative and referendum on <br />the local level, which system is more likely to give us good laws, and developing a sense of community. <br />The question of publicity was addressed when Pat Johnson and Jack Brewer volunteered to act as a public <br />relations committee. They received suggestions from other Commission members. The chair suggested <br />that the secretary review materials for publication. <br />VI. Topic/Presenters for June: The topic for June is wards and even-year elections. Jim Button of Woodbury <br />has already been scheduled to discuss that city's progress through the process we are experiencing and the <br />decision not to develop a charter. The suggestion was made that we hear from charter cities of our size on <br />the meeting topic. Fridley and Richfield are most similar. Ron Riach will contact them for speakers. The <br />secretary volunteered to secure League of Minnesota Cities memos on the June topic and distribute them <br />before the meeting. <br />VII.
