" Roseville Charter Commission <br />Roseville City Hall Council Chambers <br />Minutes of Meeting of July 17, 2002 <br />Call to Order/Roll Call The meeting was called to order at 7:03 p.m. by Chair Robert Bell. All <br />members were present with the exception of Johnson (excused absence). <br />II. Approval of Minutes The minutes of the June 19, 2002 meeting were approved as printed. <br />III. Old Business <br />Per the July meeting councilmembers Bell & Sands met to discuss Charter changes. Topics of <br />discussion were 1) The addition of wards to a class B city. 2) Election year changes and 3) Initiative <br />& Referendum changes. The changes made by Bell & Sands (see attached July 17, 2002 Charter <br />Changes) and reviewed by Duke Addicks (League of Minnesota Cities). <br />Section 2.0.3 <br />Discussion ensued regarding the placement of wards in the charter and whether doing so would <br />adversely restrict the Council in the future. Also noted was that under statute 429, Council can <br />currently have 4 or 6 members and that the inclusion of that language in 2.0.3 is a duplicate of that <br />statute. <br />Motion by Sands -Motion to approve changes to 2.0.3. -Change first sentence to be "The council <br />shall be composed of a mayor and four or six councilmembers, as determined by council, who shall <br />be qualified electors.". Also remove "except that in the 2005 election... shall serve for two years" - <br />Brewer second -Approved 7-1 <br />Motion by Sands -Motion to approve changes to 2.0.3 -Insert at the end of the section "The council <br />may provide by ordinance..." -Brewer second -Approved 5-3 <br />Section 4.0.1 <br />Motion by Sands -Motion to approve 4.0.1 changes -Brewer second -Approved 8-0 <br />Section 5.0.1 <br />Motion by Sands -Motion to approve 5.0.1 changes -Silvis second -Approved 8-0 <br />Section 5.0.2 <br />Discussion ensued relating to the changing of the petition percentages and the replacement of the <br />percentage with 1,000 registered voters <br />Motion by Sands -Motion to approve 5.0.2 changes -Brewer second. Sands accepted friendly <br />amendment to change the proposed number of registered voters from 1,000 to 1,500 -Approved 5-3 <br />Sections 12.11 & 12.12 <br />Motion by Sands -Motion to approve 12.11 & 12.12 changes -Brewer second -Approved 7-1 <br />Page 1 of 2 <br />
