IV. Public Comment <br />Joseph Machyowsky -Resident <br />Spoke in favor of Charter & urged Commission members to submit the charter to the people. <br />Mr. Machyowsky also submitted a petition to the council with the signatures of 42 of his <br />neighbors recommending that the Commission submit the Charter to the City Council for a <br />citizens vote this fall. <br />Polly Frank -Resident <br />Spoke against the Commission submitting the Charter again and that it should not be on the <br />ballot. Ms. Frank was also concerned that there was an ethical issue with the Commission <br />re-submitting the charter. <br />Margaret Smith -Resident <br />Spoke against the Charter. Ms. Smith felt that the Charter would 1) Place the power to <br />govern with the Charter Commission 2) Initiative and Referendum would be subject to <br />corporate greed. Ms. Smith urged the Commission not to put the Charter on the ballot. <br />Ann Berry - Co-President League of Women Voters <br />Ms. Berry stated that the position of the League with regard to the Charter is that they (the <br />League) support a Plan B form of government and that they have taken no stance on the <br />charter, just specific portions of it. The League does have a stated position against Initiative <br />& Referendum. <br />V.
