During the time we were writing the charter T mentioned it to a friend who had <br />served on the city council of a neighboring suburb. He told me, "Yes, we have a <br />charter. All it does is tie our hands. "Roseville does not need a charter to tie the <br />hands of the city council and staff. <br />Our statutory Plan B city government has served us well and it should continue <br />to do so. There is no need forAcharter or a charter commission. <br />
