Page: 2 of 3 <br />Republic <br />• A constitutional form of government, <br />• A democratic and representative form of government where the <br />head is not a monarch, and <br />• A government in which supreme power resides in the citizens <br />entitled to vote and is exercised by representatives chosen by <br />voting citizens. <br />The charter should contain policies and procedures governing the <br />conduct, behavior and manners of council members consistent with the <br />precepts of our Democracy and Democratic Republic form of government. <br />Every member of the Council has the responsibility and duty to confine <br />himself or herself to the business before the council void of personalities <br />and personal politics. <br />Council members have the responsibility and duty to respect other council <br />members as having equal responsibilities, duties and authority to <br />represent citizens in the conduct of city business void of personalities <br />and personal politics. <br />No council member shall represent his or her personal interests from their <br />seat at the council table. <br />The conduct of members of our present city council shows the need to <br />have a provision in the charter for Recall. <br />The charter should specify whether the council is a four or six member <br />council. The citizens through the charter should prescribe the number of <br />members. <br />I haven't conducted a detailed comparison of the Proposed Charter to our <br />present City Charter to evaluate how the Proposed Charter provides for <br />improved service or greater benefits to the citizens of Roseville. <br />The Charter document should be a policy and procedure document for the <br />City Council and the City of Roseville government from the citizens of the <br />
