Marschall <br />670 Lovell Ave, Roseville, MN 55113-4520 (651) 484-0599 <br />Date: August 12, 2002 <br />To: Roseville Charter Commission <br />Subject: Proposed Home Rule Charter for the Clty of Roseville, <br />Minnesota -August 21, 2002 <br />I would like to share some thoughts with members of the Charter <br />Commission. <br />From my observations of the conduct of elected officials, they appear to <br />have little of no understanding of democracy and the form of government <br />we have in the United States. As a result, many of our elected officials <br />conduct our government business as they personally see fit. Your <br />proposed charter needs a chapter that covers and/or governs the <br />conduct of elected members to our city council. <br />Points to consider: <br />The Constitution of the United States created a Democratic Republic form <br />of federal government -this form of government is followed by states, <br />counties, and municipalities. <br />Democracy, noun ; (democratic, adjective) <br />• Is government of the people, by the people and for the people, <br />• Is government in which supreme power is vested in the citizens and <br />exercised by their elected representatives, <br />• Professes social equality and respect for people, and <br />• Citizens are considered the source of political authority. <br />
