screened by a wall, landscaped berm, fence, or combination thereof from an adjacent <br />residential area, from a point 14 feet above the ground at the loading area to a point five feet <br />above the first floor (main level) of adjacent residences. <br />2. Any commercial loading dock within three 300 feet of a residential district which is to be <br />used for any reason by vehicles or equipment between the hours of 10:00 P.M. and 7:00 <br />A.M. shall be within a completely enclosed and roofed structure. All loading, and <br />unloading, operations shall occur with the exterior doors shut at all times. <br />G. Maintenance Activities: Movement of sweeping vehicles, garbage trucks, maintenance <br />trucks, shopping carts, and other service vehicles and equipment is prohibited within 300 <br />feet of a residential district between the hours of 10:00 P.M. and 7:00 A.M., except for, <br />emergency vehicles and emergency utility or maintenance activities. <br />Except in the case of emergency, all snow removal operations within 300 feet of an adjacent <br />residential district shall be undertaken consistent with a snow management plan that must be <br />annually submitted to and approved by the city. The plan must include measures to <br />minimize removal activity during the hours of 10:00 P.M. and 7:00 A.M. consistent with <br />public safety requirements. The-plan must also address the location and management of <br />short-term (seven days or less) and long-term (more than seven days) storage of snow on- <br />site and off-site. Long term snow storage shall not occur within 300 feet of a residential <br />zone. Long term snow storage may only occur on surplus parking spaces beyond the <br />required spaces within Section 1018 of this Code. <br />H. Equipment Restrictions: All ground-mounted or roof-mounted equipment, automatic doors, <br />speaker systems, gas pumps, car washes, vehicle vacuum cleaners, air hoses, or other noise <br />sources within 300 feet of a residential area must be completely screened to a point five feet <br />above the first floor of adjacent residences. Outdoor speaker systems or other public address <br />systems which can be heard outside are not allowed to be used between the hours of 10:00 <br />P.M. and 7:00 A.M. within 300 feet of a residential district, even if screened. <br />I. Lighting: The height of light poles and fixtures shall comply with subsection 1010.12 of this <br />title, and shall not exceed a height of 12 feet if located closer than 50 feet to a residential <br />property line, nor a height of 25)feet if located between 50 feet and 100 feet of a residential <br />property line. The light shall be no more than 0.5 foot candles at the property line. (See <br />Chapter 1011 for light requirements.) Light poles or fixtures may be a maximum of 40 feet <br />tall if located greater than 100 feet from a residential property line and if completely <br />screened (light source and light source glare) by building, berm, or landscape material with a <br />minimum opacity of 90% to eye level view of living spaces in homes within 300 feet of light <br />source. All lights not reasonably required for security or business operations must be turned <br />off between the hours of 10:00 P.M. and sunrise, or operated by motion detectors so that <br />they only turn on when there is activity nearby and turn off shortly thereafter. <br />f. Other Requirements: <br />1. Certain Businesses In Shopping Center Districts To Be Enclosed: All business, storage, <br />service, repair or processing, recycling, box and crate storage or merchandise display shall <br />be conducted wholly within an enclosed building or behind a solid fence not less than six <br />feet high except as allowed in subsection 1005.01 E of this title. <br />2. Communication: All uses within the S-C district shall have, and must post on the exterior <br />premises, a phone number that will be answered by persons with authority, including the <br />shopping center manager and the individual store manager, to respond to customer concerns <br />
