REQUEST FOR COUNCIL ACTION <br />D A T E: O1/08/Ol <br />ITEM NO: I —1 <br />ep�� t�A,pproval: Manag ��pproved: Agenda Section: <br />�f LAND USE <br />Item Description: Twin Lakes Master Pidn Renewal Strategy _ (PF3232) <br />1.0 BACKGROUND <br />1.1 After opening a public hearing on November 8`� and continuing it to December <br />1 3`�� the Planning Commission took affirmative action on the Twin Lakes <br />Business Park Renewal Strategy -which is a recommended amendment to the <br />City Comprehensive Plan. The Twin Lakes planning process and the <br />amendment should achieve the following: <br />1.11 evaluated and updated the original 1988 Master Plan; <br />1.1.2 incorporated the amendment in 1996 based upon the Twin Lakes <br />Parkway; <br />1.1.3 evaluated changes in the Business Park market <br />1.1.4 ensures that redevelopment will maximize the City's current and future <br />investment policies and strategies <br />1.1.5 evaluates the environmental impacts based upon the amended master plan <br />through an Alternate Urban Area-Wide Review (AUAR) — if needed, <br />which is an acceptable process by the Environmental Quality Board per <br />Section 4410.3600 of the regulations for environmental review of <br />development areas. The content and form of the AUAR must be similar <br />to an Environmental Assessment Worksheet (EAW) with the level of <br />analysis comparable to an Environmental Impact Study (EIS). <br />1.1.6 collaborates with the I-35W Coalition build out plans and other state and <br />county agencies plans to strengthen linkages among jobs, transportation, <br />and housing. <br />1.2 Another important element of the renewed master plan process is to more closely <br />evaluate future land uses and identify the costs, returns and impacts for the City. <br />1.3 It is critical that new development within Twin Lakes complements (as much as <br />possible) the uses and public investments in other Roseville redevelopment areas <br />such as Gateway, Patton Road, Gateway West, Tower Place, and Centre Pointe. <br />PF3232 — RCA(010801) Page 1 of 6 <br />
