would be built where single level parking was previously planned. As proposed, construction
will occur over 3 years from 2001 through 2003.
2.3 The Planning Commission was also requested to review and comment on the proposed
Voluntary Environmental Assessment Worksheet (EAU that identifies any changes in
environmental impacts based on the Veritas 122,000 s.f. proposed changes. While the EAW is in
process and the staff expects no major environmental impacts, the most significant issue will be
traffic volumes. The draft EAW is attached.
3.0 CONIPREHENSIVE PLAN IMPLICATIONS:
The City of Roseville Comprehensive Plan designates the entire Centre Pointe development as
a business area. No specific maximum square footage is stipulated or required in the Plan. The
guiding document is the Planned Unit Development for Centre Pointe, adopted in 1997. A copy
of this document is attached.
4.0 EAW SUNINIARY
4.1 The City will expand the capacity of the sewage pumping system In the EAW, the proponents
explain that the level of disturbance on the site has been high and the uses are a11 urban
developments except for the storm water catchment areas. There are no occurrences of
endangered species.
4. 2 The proponents note that there is adequate water capacity on the site but that the sewer capacity
is limited by the pumping systems. The City has been aware of this situation since the review
and approval of the Couriyard Hotel PUD amendment and is studying this issue. Eventually a
new pumping system with added capacity will be installed to meet the needs of the Business
Park when fully occupied.
4.3 Runoff from the site will continue to be handheld by a series of filtration areas and ponds. Silt
screening and hay bale erosion interception will handle construction erosion. Storm water will
be pretreated in infiltration areas and ponds before it reaches the wetlands areas, in a method
previously approved by the Rice Creek Watershed. Centre Pointe has a requirement of retaining
25% of the site in green space. With the proposed configuration of the buildings (adding height,
not surface area) approximately 3% more green space will be added to the site.
4.4 In terms of generation of toc or hazardous materials, the site is clean; the Veritas offices will
produce none of these materials. Solid waste (trash) would be collected by private haulers and
delivered to landfills or processing plants.
4.5 Traffic and parking are important issues in Roseville. The new facilities (122,000 s.f. of offices)
would create a need for 460 new Veritas parking spaces and a total of 1,277 Veritas spaces and
2,380 spaces throughout the business park Veritas proposes a"proof of parking" parking ramp
wherein 2 levels would initially be built, with the possibility, if needed, to add two additional
levels of parking. An Indirect Source Permit, analyzing vehicle eaust levels, will be required
PF 3283 - RCA (O1/22/O1) - Page 2 of 4
