EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly held on the 22"d day of January 2001, at 6:30 p.m. The following members were present: and the following were absent: Council Member introduced the following resolution and moved its adoption: RESOLUTION NO. A RESOLUTION APPROVING A CONDITIONAL USE PERIVIIT FOR CAPITAL CITY INVESTi�'IENT LLP ALLO�'VING THE OPERATION OF A BINGO HALL AT 2525 SNELLING AVENUE WHEREAS, Capital City Investment LLP is proposing to operate a bingo hall in the building at 2525 Snelling Avenue, formerly occupied by Lyndale Garden Center; and WHEREAS, on December 4th, 2000, the Roseville City Council approved a te�t amendment to the Roseville City Code to establish zoning districts in which a bingo hall would be allowed and to determine whether bingo would be permitted or a conditional use within a given zone; and WHEREAS, based on the City Council action of December 4'a', 2000, 2525 Snelling Avenue, with its B-1 (Limited Business District) zoning designation requires a conditional use permit to allow a bingo hall operation; and WHEREAS, Section 1013 of the City Code stipulates criteria for approving conditional use permits requiring the City to consider: ➢ Compatibility with adjoining properties. ➢ Impacts on traffic and public facilities. ➢ Impacts on property value. ➢ Impacts on general health, safety, and public welfare. ➢ Compatibility with the Roseville Comprehensive Plan. ➢ The process also allows the City to impose those conditions it considers necessary to protect the public health, safety, and welfare.
