WHEREAS, on January 10, 2001, the Roseville Planning Commission held the public <br />hearing regarding the Capital City Investment LLP request for a conditional use permit and made <br />the following conclusions regarding the proposal meeting the criteria in Section 1013.01 .D of the <br />Roseville Zoning Ordinance: <br />A. Compatibility with adjoining properties: The Planning Commission has <br />concluded that the use of 2525 Snelling Avenue as a bingo ha11 is a compatible <br />use with the adjoining properties. The former Knights of Columbus structure, <br />directly north of the subject site, e�sted as a primary bingo ha11 use since <br />1989/1990 and did not appear to present any major issues for the adjacent <br />residential neighborhood. The subject properiy is consistent with its neighbors to <br />the north and south, while there is no immediate impact of compatibility to the <br />east due to Snelling Avenue. In the case of the single family residential <br />neighborhood to the west and northwest, surge traffic is the main concern, <br />especially as bingo participants lea�e the site. <br />B. Impacts on traffic and public facilities: The Planning Commission has <br />concluded there will be no impacts to any public facilities except for traffic safety <br />concerns at both ends of Oakcrest (Oakcrest @ Fairview needs a signal light and <br />Oakcrest @ Snelling may someday not have a median cut). The applicant has <br />indicated that e�ts from the parking lot are clearly marked. <br />�. Impacts on property value: The Planning Commission does not anticipate <br />properiy values dropping due to the use of 2525 Snelling Avenue becoming a <br />bingo ha11 and a 14,000 square foot commercial building have been in the area for <br />at least 20 years. <br />D. Impacts on general health, safety, and public welfare: The Planning <br />Commission has concluded there are no anticipated impacts to the general health, <br />safety, and public welfare of the neighborhood nor the City due to the use of the <br />site as a bingo ha11. The typical bingo participant is female, over age 50. <br />E. Compatibility with the Roseville Comprehensive Plan: The Planning <br />Commission has concluded the use of the properiy as a bingo hall is a compatible <br />business use to both the Roseville Zoning Code B-1 zone and the Comprehensive <br />Land Use Plan Business designation. <br />WHEREAS, ha�ing concluded that the proposal met the necessary conditional use permit <br />criteria, the Planning Commission voted (5-O) to recommend approval of the request by Capital <br />City Investment LLP for a conditional use permit subject to the following conditions: <br />A. Capital City Investment LLP successfully obtaining the only bingo license in the <br />City of Roseville. <br />B. Replaced roof top mechanical units must be screened per Section 1010.07 of the <br />Roseville City Code. <br />2 <br />
