3.5 The equipment cabinet, to be located directly north and east of the penthouse, is also <br />constructed on a galvanized steel platform. This platform rests on the rooftop and is held in <br />place by large weights. The platform rises approximately three feet above the roof and has <br />galvanized steel "fencing" around the platform and the equipment cabinets. Each equipment <br />cabinet is appro�mately five feet tall and comprised of inetal and weather sealed. The <br />equipment platform and cabinets rise approximately eight feet above the roof or seven feet <br />above the building parapet (see attached photos). <br />3.6 There are currently two other telecommunications providers (Metricom and Implex Systems) <br />that are located on the roof of the Roseville Professional Building. One is a whip antenna and <br />the other is in the form of multiple flush mounted antennas on the penthouse facade. No City <br />poles or private multi-tenant poles that could serve this provider are in this area of the <br />community. <br />3.7 Conditions may be attached to this CUP that would mitigate the impact on adjacent properties <br />including such items as architectural color and design, materials details, and limiting additional <br />external storage. <br />4.0 PLANNING CO�I�IISSION CONSIDERATION <br />4.1 On January 10, 2001, the Roseville Planning Commission held the public hearing regarding the <br />ATP Minneapolis request. At this meeting a number of adjacent property owners were present <br />to address the Commission on concerns regarding the new antenna and its effect of television <br />reception. <br />4.2 The applicant, ATP Minneapolis answered the question by indicating that antenna are regulated <br />by the FCC and that they have not experienced a conflict from their antenna in the past. Staff <br />indicated that they would research the adjacent property owner's concerns and report back to <br />the residents Planning Commission and City Council. <br />4.3 The Commission had additional questions regarding the antenna, equipment platform, and <br />cabinets which ATP Minneapolis answered (see attached minutes). <br />4.4 The Commission voted (5-0) to recommend approval of the request for a conditional use permit <br />for ATP Minneapolis, subject to the following conditions: <br />A. The maximum height of the antenna support units and antenna located in the southwest <br />and southeast building corners and north side of the building, upon full installation, <br />shall be eight feet above the roof height. <br />B. The maximum height of the equipment platform and cabinets, upon full installation, <br />shall be eight feet above the roof height. <br />C. The ATP request, on behalf of VoiceStream, sha11 be limited to three antenna support <br />units, each having a maximum of four antennas. <br />PF3284 RCA (012201) — Page 3 of 4 <br />
