REQUEST FOR CITY COUNCIL ACTION <br />DA'rE: 2�12�2�01 <br />ITEM NO: c-1 <br />oepart nt Approval: Manager Approval: Agenda Section: <br />� <br />�C�j �� �; onse�l <br />Item Description: Establish Priorities for kam4e�- County ('ommunity' I]e�'e1[3pEtttri[ Bt[�C�i Grant <br />and Housing Investment pat'tner'ship Act Funds for 2001 <br />1.0 Requested Action <br />City staff is requesting the annual City Council approval of Housing Priorities for the <br />Ramsey County Community Development Block Grant (CDBG) and Housing Investment <br />Partnership Act (HOME) Funds for 2001. <br />2.0 Background <br />2.1 In 2000, the Council chose the top five priorities based upon previous Council priorities, the <br />City housing goals outlined in the Comprehensive Plan, the Housing Policy, and the results <br />of the senior study conducted in 1988 per resolution no. 9732. <br />2.2 The 2000 priorities were as follows (1 is highest rating 5 is lowest rating): <br />1. Rehabilitation of owner-occupied single family houses <br />2. Homeownership for first time homebuyers who are low to moderate income. <br />3. New affordable housing construction — senior/special needs <br />4. Rehabilitation of rental properties <br />5. Job creation opportunities <br />In �1999, the Council recommended the following priorities. <br />1. Rehabilitation of owner-occupied single family houses <br />2.
