Neighborhood Revitalization (combination of eligible activities) <br />5. 7ob Creation (may include business relocation, business loans to purchase <br />equipmenbmachinery, acquisition of land for business/industry, commercial building <br />rehab) <br />3.0 Policy Issues <br />3.1 The City Council adopted a housing policy in November 1999 and amended and adopted <br />the housing policy in January 2001. The City's goals under the policy are as follows: <br />a) Provide a variety of housing types (owner occupied and rental) that balances <br />affordability, maintains quality of housing and the urban environment, has access to <br />public infrastructure, services and employment and enhances neighborhoods viability. <br />b) Continuously strive to improve the quality of appro�mately 200 e�sting units, which <br />are below the average physical condition, and less than 75 percent of the median <br />value of housing units within the community. <br />c) Fill the gaps in the city's housing portfolio by providing housing for a11 stages of the <br />life cycle such as the needs for entry-level housing and more affordable senior <br />housing. <br />d) Meet the Metropolitan Livable Communities Act benchmarks and city indexes as <br />outlined in Roseville's action plan for the period from 1996 to 2010. <br />3.2 As part of the policy and housing plan for 2001 several housing strategies were outlined to <br />achieve maximum housing diversity and regeneration of the housing stock by encouraging <br />private investment, discouraging deferred maintenance and disinvestment, stabilizing <br />properiy values and strengthening neighborhoods. <br />3.3 In addition, the Council has placed a high priority on the retention and expansion of the <br />businesses as outlined in the Economic Development and Redevelopment section of the <br />Comprehensive Plan. <br />RCA — 2001 County Priorities ��11210]I - Page 2 of 3 <br />
