REQUEST FOR COUNCIL ACTION
DaTE: flzra
ITEM NO. : -- 6
Department Approval: 1Tanager Reviewed: Agenda Section:
' n n
 j Co se t
 j
r
Item Description: Como Lake Watershed - Storm Drain Stenciling Request
Background: The Saint Paul Neighborhood Energy Consortium, as part of their work with the
Capital Region Watershed District, would like permission to paint stencils adjacent to catch
basins and other storm inlets within Roseville that drain to Como Lake. This proposed stenciling
project is part of an educational outreach program for the Como Lake watershed and is intended
to reduce nunpoint source pollution that flows to the Lake. The general area within Roseville
that flows to Como Lake is shown on the attached map.
Financial implications: The cost of this program will be paid entirely by the Saint Paul
Neighborhood Energy Consortium and the Capital Region Watershed District. The only
proposed involvement by Roseville is a minor amount of staff time to help identify the drainage
facilities that drain to Como Lake.
Policy implications: The Roseville City Code does not specifically reference storm drain
stenciling. Similar requests by the Lake MCarron5 Homeowners Association and Parkview
School were brought to the City Council for consideration. Both were approved. Staff is not
ara3c of ay c:oiplaints an nighbor7ovd cacrr r4atc:d to pr; ►ously appmvd stenciling
proj ects.
Schedule: If approved, the stenciling project would begin in the spring as weather allows and be
completed by October 2001.
RECOMMENDED COUNCIL ACTION:
Motion to approve the Saint Paul Neighborhood Energy Consortium's request to stencil storm
drains within Roseville that drain to Como Lake.
Prepared by: Karl Keel
