(' � i <br />Agenda Section: <br />CONSENT <br />Item Description: Resolution Initiating Twin Lakes AUAR (PF3232) <br />1.0 <br />2.0 <br />REQUESTED ACTION <br />1.1 By resolution, <br />Environmental <br />Lakes area. <br />BACKGROUND <br />2.1 <br />2.2 <br />the City Council must adopt a resolution to officially commence the State <br />Quality Board Altemative Urban Area Review (AUAR) for the Twin <br />On January 8, 2001, the City Council approved a master plan concept for the Twin Lakes <br />Business Park, which constituted a conceptual comprehensive plan amendment to the <br />Twin Lakes Plan. <br />On February 12, 200 1, the City Council directed staff to complete contracts for the <br />AUAR study by two consulting firms, DSU and SRF. <br />2.3 The State Environmental Quality Board regulations require that the City Council <br />officially order the formal initiation of the AUAR process. The order must define the <br />review area boundaries and the "anticipated nature, location, and intensity" of <br />development. The revised Twin Lakes Business Park Plan reflects the nature, location, <br />and intensity of development, meeting the requirements for the AUAR. A map of the <br />study area is attached. The AUAR will study the proposed concept build-out scenario as <br />well as a retail scenario. <br />2.4 Once the City Council orders the commencement of the AUAR process, the clock is <br />ticking and the deadlines set by the State Environmental Quality Board must be met. The <br />process needs to be completed in 120 days from the City Council's order for the AUAR <br />to the adoption of the final document or mitigation plan or by late June, 2001 (assuming <br />no objection or appeals). Attached is the staffs anticipated timeline for the AUAR <br />process. <br />2.5 The purpose of the AUAR is to review a11 environmental issues (for all <br />redevelopment properties) in Twin Lakes such as traffic, water storage and <br />drainage capacity, air quality, infrastructure improvements, landscaping design <br />plan, parking etc. Upon completion of the AUAR, which requires the review and <br />comment by several regulatory agencies in a format similar to an Environmental <br />Assessment Worksheet (EAW), the community should have a better <br />understanding of the development potential in Twin Lakes, the impacts and ways <br />to provide assurances for quality, environmentally sensitive development through <br />specific mitigation measures. <br />PF3232 — RCA(021201) Page 1 of 3 <br />
