REQUEST FOR CITY COUNCII, ACTION
D A T E: 03/ 12/O 1
ITEM N0: z —1
ApprovaL• Manager pved: Agenda Section:
 LAND USE
Ite1n Description: A request by the Minnesota Department of Transportation to vacate a certain
portion of County Road B-2 right-of-way adjacent to their facility at 1500
County Road B-2. (PF3285)
1.0 REQUESTED ACTION
1.1 The Minnesota Department of Transportation (MnDOT) has requested the vacation of a
certain portion of County Road B-2 right-of-way adjacent to their facility at 1500 County
Road B-2. The purpose of the vacation is to partially correct parking lot and building
setback deficiencies. A legal description and map of the proposed right-of-way vacation
has been attached.
2.0 BACKGROUND
2.1 In 1969 County Road B-2 was dedicated to the City of Roseville with Registered Land
Survey (RLS) 3 17 for the purpose of developing a roadway that connected the east side
of Snelling Avenue to the Rosedale Center area.
2.2 In 1976 County Road B-2 was modified with the City, vacating a portion of the southern
right-of-way to the adjacent undeveloped parcel.
2.3 In 198 1, the Waters Edge structure was constructed for Sperry Univac, which became
Unisys.
2.4 In 1996 MnDOT acquired the property for their Metro Headquarters. In 2000 MnDOT
expanded the parking lot and is currently constructing an addition to house the Metro
Traffic Management Center and support computer center.
2.5 During the review of the parking lot addition City staff noted that the esting parking lot
and a small portion of the existing office are not in conformance with current city setback
standards. Staff recommended that MnDOT request a vacation of a portion of the large
County Road B-2 right-of-way.
2.6 Through discussion with the City Engineering Department, staff determined that the City
could consider a vacation and therefore MnDOT should submit plans and an application
describing the right-of-way vacation.
2.7 Section 10 13.04 outlines the procedure for vacating streets, alleys, and easements. A
public hearing is required. The Planning Commission holds the hearing and recommends
action on the vacation request to the City Council.
PF3285 - RCA (03 1201) • Page 1 of 2
