(PF3285) <br />1.0 REQUESTED ACTION <br />1.1 The Minnesota Department of Transportation (MnDOT) has requested the vacation of a <br />certain portion of County Road B-2 right-of-way adjacent to their facility at 1500 County <br />Road B-2. The purpose of the vacation is to partially correct parking lot and building <br />setback deficiencies. A legal description and map of the proposed right-of-way vacation <br />has been attached. <br />2.0 BACKGROUND <br />2.1 In 1969 County Road B-2 was dedicated to the City of Roseville with Registered Land <br />Survey (RLS) 3 17 for the purpose of developing a roadway that connected the east side <br />of Snelling Avenue to the Rosedale Center area. <br />2.2 In 1976 County Road B-2 was modified with the City, vacating a portion of the southern <br />right-of-way to the adjacent undeveloped parcel. <br />2.3 In 198 1, the Waters Edge structure was constructed for Sperry Univac, which became <br />Unisys. <br />2.4 In 1996 MnDOT acquired the property for their Metro Headquarters. In 2000 MnDOT <br />expanded the parking lot and is currently constructing an addition to house the Metro <br />Traffic Management Center and support computer center. <br />2.5 During the review of the parking lot addition City staff noted that the e�sting parking lot <br />and a small portion of the existing office are not in conformance with current city setback <br />standards. Staff recommended that MnDOT request a vacation of a portion of the large <br />County Road B-2 right-of-way. <br />2.6 Through discussion with the City Engineering Department, staff determined that the City <br />could consider a vacation and therefore MnDOT should submit plans and an application <br />describing the right-of-way vacation. <br />2.7 Section 10 13.04 outlines the procedure for vacating streets, alleys, and easements. A <br />public hearing is required. The Planning Commission holds the hearing and recommends <br />action on the vacation request to the City Council. <br />PF3285 - RCA (03 1201) • Page 1 of 2 <br />
