5.3 The applicant has indicated that their support buildings must be 240 square feet in size to
house the radio, computers, and climate control system and they need to provide access
to all sides. Also, based on technician needs, there are practical difficulties in achieving
the 200 square foot maximum requirement that may impact technician's safety.
5.4 Staff has reviewed the merits of the variance necessary to allow Verizon Wireless a
larger (240 sq. ft.) equipment shelter than the City Code allows (200 sq. ft.) and offers the
following findings:
a, Verizon Wireless did create the hardship: The City Code requires a maximum
equipment building size of 200 square feet. Verizon Wireless has proposed a
structure 240 square feet in size, 40 feet greater than the Code. However, the City
Code requirement of 200 square feet has a limited ability to meet all
telecommunication provider needs. Specifically, Verizon Wireless requires an
equipment shelter 40 square feet larger than the City Code to properly meet
technician's safety needs and necessary room for equipment.
b. The construction of the 240 square foot equipment shelter can be justified as
support space for a telecommunication tower (monopole) by providing
technicians with needed space for accessing, maneuvering, and utilizing
equipment necessary in the function of the telecommunication device (multiple
antennas).
c. The impacts of this redevelopment project, if the variances were issued, will not
create any significant community impacts on the health, safety, or general
welfare.
6.0 POLICY & FISCAL IlVIPLICATION
6.1 The Comprehensive Plan and the Roseville Housing Improvement Plan encourages
maintaining and improving commercial and industrial properties and infrastructure,
adding efficiency and functionality as well as public communication access.
6.2 There are no fiscal implications.
7.0 STAFF RECOMMENDED CONDITIONS OF APPROVAL
7.1 The mamum height above grade at the monopole base may be up to 120 feet. Two
antennas of the size and pole location specified in the application may be installed on the
monopole.
7.2 The equipment shelter must be erected adjacent to the monopole in the location specified
in the application and must not exceed 12 feet by 20 feet or 240 square feet in size. All
utility wires or lines leading to the monopole from the equipment shelter must be buried.
PF3292 RCA (032601) — Page 4 of 6
