4.5 Traffic and parking are important issues in Roseville. The new facilities (122,000 s.f. of offices) <br />would create a need for 460 new Veritas parking spaces and a total of 1,277 Veritas spaces and <br />2,380 spaces throughout the business park Veritas proposes a"proof of parking" parking ramp <br />wherein 2 levels would initially be built, with the possibility, if needed, to add two additional <br />levels of parking. An Indirect Source Permit, analyzing vehicle e�aust levels, will be required <br />by MnPCA. The EAW states that none of the intersections will exceed the MnPCA guidelines <br />for carbon mono�de levels. <br />4.6 All traffic studies indicate that there is sufficient existin road capacity for the proposed <br />improvement even with growth in the background traffic by 2% per year. In total, the Centre <br />Pointe Business Park proponent's traffic engineer estimates the project to generate 7,226 vehicle <br />trips per day, with appro�mately 930 trips per peak p.m. traffic hour (244 entering 686 lea�ing <br />the site). Staff has employed SEH traffic consultants to review this portion of the plan. The <br />EAW consultants and SEH estimates differ on methodologies and therefore their traffic <br />estimates vary by appro�mately 1,000 vehicle trips per day. However both consultants agree <br />that intersections will continue to function as they do today with the exception of Lydia Drive at <br />Cleveland Avenue. Staff and city traffic consultants recommend the Lydia location for a signal. <br />Traffic should be monitored to determine when signals should be installed. The staff <br />recommends a two-year monitoring period be included as part of the PUD requirements. (The <br />PUD states that if a signal is needed, the cost of the signal will be assessed to this development.) <br />4.8 The proponents state that the additional 122,000 s.f. of office area will add traffic but will ha�e <br />little negative impact on the environment. In fact traffic volumes will remain similar to past <br />projections for the Business Park, in part, because of the changing nature of the work force <br />(more hi-tech than sales and clerical) and work hours (longer and varied). Tota1 daily trips may <br />be reduced since in 2001 an office building will replace the proposed restaurant (north of <br />Residence Inn), <br />4.9 E�sting noise levels ha�e historically exceeded state noise standards for residential areas near <br />County Road "D" and Cleveland Avenue. The added traffic from the proposal will not <br />significantly increase or decrease noise levels. However, construction noise may ha�e a <br />temporary impact, but only during weekday daytime construction hours. Construction for the <br />two buildings is estimated to take 12 to 14 months, during which noise and construction dust <br />will be managed to reduce impacts as much as possible. <br />4.10 Comments ha�e been received from the Minnesota Historical Society (no impacts); the <br />Metropolitan Council (no regional systems impacts, direction provided on trails, wetlands and <br />turf coverage). The MnPCA commented that no environmental impact statement was necessary <br />but reminded the City that new or expanded waste water projects need permit reviews; that grit <br />should be removed or collected in chambers to prevent plugging the surface water infiltration <br />system; that the regional storm water pond should be evaluated for settling velocity and <br />modified if needed; and, that traffic improvements in the City CIl' should be made prior to <br />occupancy if Veritas traffic volumes require the new improvements (MnPCA and proponents <br />ha�e since indicated capacity is a�ailable for Veritas without traffic improvements).
