REQUEST FOR COUNCIL ACTION <br />DATE: 04/9/0 1 <br />ITEM NO.: �-5 <br />Dep nt Approval: 1�Tana�r Reviewed: Agenda Section: <br />� �/� Consent <br />Item Description: Approval of Signal Plans and Agreement — Victoria Street and County <br />Road B <br />Background: On November 23, 1998 the City Council passed a resolution approving the <br />Right-of-way plans for County Road B from Hamline Avenue to Dale Street. Part of that <br />approval is to reconstruct the tr�c signal at the intersection of Victoria and County Road B. <br />The City of Roseville and Ramsey County must enter into a cost participation agreement for the <br />construction and maintenance of the traffic signal. Roseville has one leg of the signal that it is <br />responsible for and Ramsey County has three legs of the traffic signal they are responsible for. <br />The project includes the installation of a new traffic signal and minor roadway improvements to <br />facilitate the new signal. The total estimated cost of this portion of the project is proposed to be <br />distributed as follows: <br />Roseville $ 49,648.00 <br />Ramsey County $148946.00 <br />Total $198,594.00 <br />Victoria Street south of County Road B was turned back to Roseville from Ramsey County and is <br />part of Roseville's Municipal State Aid system (MSA). Roseville's share of this project will be <br />paid with MSA dollars. Ongoing maintenance will be the same as similar signals. <br />. Roseville is responsible for electric costs <br />. Ramsey County is responsible for ongoing signal maintenance <br />. Roseville is responsible for the cost to maintain the Emergency Vehicle Pre-emption (EVP) <br />Policy objectives: Public funds are only used to install traffic signals that meet criteria outlined <br />in the Minnesota Manual on Uniform Traffic Control Devices. The proposed signal <br />improvements meet those criteria. The proposed cost participation is in keeping with Ramsey <br />County's cost participation policy and is consistent with other signals installed in the community. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of plans for the reconstruction of the traffic signal and agreement PW2000-04 and <br />authorizing the Mayor and Manager to sign the agreement on behalf of the City. <br />Prepared by: Doug Strong <br />
