REQUEST FOR COUNCIL DIRECTION/DISCUSSION <br />DATE: 4/23/0 1 <br />ITEM NO: c-4 <br />Department ApprovaL• Manager Approved: Agenda Section: <br />� CONSENT <br />Ite Description: Metropolitan Council Local Housing Incentive Account Funding <br />1.0 REQUESTED ACTION <br />1.1 City Staff is seeking City Council authorization to accept grant funding from Metropolitan Council's <br />Loca1 Housing Incentive Account. If awarded, the City would accept the funds on behalf of the I- <br />35W Coalition and the jointly operated Housing Resource Center. The grant funds would be used by <br />the Housing Resource Center to issue "housing improvement rebates" to single family home owners <br />throughout the I-35 W Corridor Coalition communities. The City of Roseville, as a local unit of <br />government, simply acts as the "pass-thru" of funds. <br />2.0 BACKGROUND <br />2.1 The Local Housing Incentive Account (LHIA) is just one of three accounts under the Metropolitan <br />Livable Communities Act established in 1995 (MN Statutes, Sections 473-25 — 473254). The <br />LHIA's goal is to help expand life-cycle and affordable rental and ownership housing in the region. <br />2.2 Roseville has never been awarded funds from this account but has received funding from the Tax <br />Base Revitalization Account (TBRA) and the Livable Communities Demonstration Account <br />(LCDA). <br />2.3 Each account has separate application processes and different times of the year. To be eligible for <br />the funds a local unit of government must participate in the Metropolitan Council's Livable <br />Communities Program and work toward affordable housing goals. Since its inception in 1995, <br />Roseville has been a participating community, each year by resolution in November. <br />3.0 Summary of the Local Housing Incentive Account <br />3.1 The LHIA was established to provide funding towards the development or renovation of affordable <br />and life cycle ownership and rental housing in the metropolitan region. These funds can only be <br />awarded to local units of government. <br />3.2 The LHIA is administered through a Metropolitan Housing Implementation Group (MHIG) <br />established in 1995 to coordinate and streamline the complex system of delivering housing resources <br />in the metropolitan area. The MHIG includes representatives from the Metropolitan Council, <br />Minnesota Housing Finance Agency, Minneapolis-St. Paul Family Housing Fund, Minneapolis <br />Public Housing Authority, Corporation for Supportive Housing Greater Minneapolis Metro Housing <br />Corporation, Local Incentive Support Corporation, Federal National Mortgage Association and the <br />Department of Housing and Urban Development. <br />3.3 The MHIG developed a Super Request for Proposal (RFP) process to simplify and streamline the <br />Met Council LHIF Request Page 1 of 2 <br />
