process for accessing housing development dollars. Applications for projects are submitted under <br />the Super RFP process and funds are assigned and distributed according to need and how best each <br />housing fund can meet that need. Funding recommendations are then brought to each appropriate <br />funding board for final approval. A selection committee made up of representatives from the N�IIG <br />completes the review process. <br />4.0 Current Application Request <br />4.1 The Housing Resource Center (HRC) submitted an application to fund an I-3 5 W Corridor Coalition <br />wide single-family rehab Rebate Program. The application requests that a portion of the funds come <br />from the Metropolitan Council Loca1 Housing Incentive Fund, which must be awarded to a local unit <br />of government. The HRC has asked that Roseville agree to accept the funds on behalf of the <br />Coalition communities and in turn relay the funds to the HRC for distribution of the Rebate Program <br />as outlined in the application. <br />4.2 Last year the HRC received funding for a Roseville-only rebate program for $90,000 under the Super <br />RFP process. The entire amount was covered by the Minnesota Housing Finance Agency, which <br />does not need to be accepted by a local unit of government. <br />4.3 The Metropolitan Council Board will consider the application for final approval in May. If awarded <br />the City will be required to enter into a cooperative agreement with Metropolitan Council for the <br />distribution to the HRC per the program outlined in the application. <br />5.0 Staff Suggested Recommendation <br />5.1 Staff recommends that the City support the Housing Resource Center's application to the <br />Metropolitan Council for rebate dollars to be provided to I-35 W Corridor Coalition residents.
