AGREEMENT <br />FOR <br />SUPPLEMENTAL LAW ENFORCEMENT SERVICES <br />The COUNTY OF RAMSEY, hereinafter referred to as the "COUNTY" and the CITY OF <br />ROSEVILLE, hereinafter referred to as the "CITY", enter into this Agreement for the period <br />from May 1, 2001 through September 30, 2001. <br />WITNESSETH: <br />WHEREAS, pursuant to MINN. STAT. Chapter 86B, the Ramsey County Sheriff has the <br />authority to maintain a program of search, rescue, and patrol relating to lake use and to <br />enforce laws including all applicable ROSEVILLE ordinances, relating to water safety and <br />use; and <br />WHEREAS, pursuant to MINN. STAT. § 471.59, the COUNTY and the CITY desire to enter <br />into a joint powers agreement authorizing the Ramsey County Sheriff to assign water patrol <br />personnel and equipment to patrol and police the surface and shorelines of Lake Owasso <br />in addition to routine COUNTY water patrol activity, <br />NOW, THEREFORE, IT IS STIPULATED: <br />1. The COUNTY agrees, through the Ramsey County Sheriff, to provide patrol and police <br />services, in addition to the patrol and police services regularly provided, to the CITY on the <br />surface and shoreline of Lake Owasso to the extent and in the manner hereinafter set forth. <br />2. The rendition of such service, the standards of performance, the discipline of officers, <br />and other matters incident to the performance of such services and the control of personnel <br />so employed, shall remain with the COUNTY. In the event of a dispute between the parties <br />as to the extent of the duties and functions to be rendered hereunder or the manner of <br />performance of such service, the determination thereof made by the Sheriff of the COUNTY <br />shall be final and conclusive between the parties as to the extent of the duties and function <br />to be rendered hereunder or the manner of performance of such service, the determination <br />thereof made by the Sheriff of the COUNTY shall be final and conclusive between the <br />parties hereto. <br />3. The COUNTY agrees to provide trained uniformed deputies with proper equipment, <br />identification, and communications on Lake Owasso. <br />4. The number of hours to be worked under this agreement sh� �-be as follows: <br />Winter Patrol: zero (0) hours, Summer Patrol: forty eight (4$'j ours. It is agreed that the <br />schedule of days and hours of work shall be determined at the discretion of the Ramsey <br />County Sheriff with emphasis being placed on weekends and holidays. <br />5. All Deputy Sheriffs, clerks, dispatchers and all other personnel performing duties <br />pursuant to this agreement shall at all times be considered employees of the COUNTY for <br />all purposes. The supervision of said personnel shall remain under the control of the <br />
