���� <br />Request for Council Action <br />Date: May 14, 2001 <br />Item Number: G-1 <br />Department Approval Manager Approval Agenda Section <br />C ��� <br />Item Description: <br />Citizen's and Police Officers recognized for their actions. <br />Backqround <br />Recognition <br />The Roseville Police Department would like to acknowledge the actions of three citizens who assisted <br />us in various and sometimes life-threatening situations and also recognize a number of officers who <br />performed above and beyond the call of duty. <br />The following citizens will be recognized and awarded with a certificate of appreciation: <br />Frank Edward Brown <br />On 10/28/00 at 1525 hours, Brown saw a vehicle drive off the road at Hwy 36 and Snelling Avenue <br />and crash into Lake Zimmerman. According to witnesses, the car drove off the highway and crashed <br />through a fence at approximately 65 mph before hitting the water. As the car began sinking, Brown <br />went into the cold water and pulled the driver from the car. The driver, who had fallen asleep at the <br />wheel, suffered only minor injuries. Brown's quick actions saved the driver of this car from serious, if <br />not life threatening, injuries. <br />Jacqueline DuBois <br />On 6/7/00 at 0156 hours, Roseville squads were dispatched to Rosedafe Estates on a theft from auto <br />in progress. The caller, DuBois, was alerted by the sounds that the suspects were making as they <br />attempted to break into a vehicle. DuBois called 911 and remained on the line giving the dispatcher <br />excellent descriptions as to what the suspects were wearing, what vehicles they were breaking into, <br />and what vehicle they were driving. This allowed police units to set up a perimeter and wait for the <br />suspects to leave without giving them the opportunity to flee on foot or in a vehicle. <br />The two suspects were easily apprehended and a substantial amount of stolen property was <br />recovered. Many people would have simply called police to report hearing noises and then gone <br />back to bed. DuBois' alertness and willingness to act as the "eyes and ears of the police" allowed <br />officers to capture two criminals who may have otherwise escaped. <br />
