Request for Council Action <br />Page 4 of 5 <br />Officer Tim Bauman <br />Letter of Commendation <br />On 8123100, Officer Bauman noticed a vehicle in the area of Co Rd C2 and Highcrest Avenue that had <br />its horn honking in a pattern that led him to believe that it was a car alarm. Officer Bauman stopped <br />the vehicle and the driver told him that he was having problems with the alarm system. <br />Officer Bauman ran the plate and the vehicle came back as not being stolen. Bauman was still <br />suspicious of the incident, so he called the registered owner and learned that the car was upposed to <br />be at Ziebart in Fridley and that nobody should be driving it. <br />Officer Bauman arrested the driver for auto theft and in the subsequent interview, got him to admit to <br />committing two burglaries in Fridley. <br />Because of his follow through on his initial suspicion and successful investigation, Officer Bauman <br />solved three felony crimes that would have probably not been solved. <br />Officer Joe Higgins <br />Letter of Commendation <br />On 5127100 Officer Higgins was patrolling the lot of the Motel 6 when he heard a possible domestic <br />disturbance coming from one of the rooms. Officer Higgins spoke with one of the people in the room <br />and obtained information that a male party had a large amount of cocaine in the trunk of his car. <br />Officer Higgins followed up with the man who had rented the car in question. After much skilled <br />investigation and questioning of all suspects involved, Officer Higgins recovered 250 grams of <br />cocaine and several items used for drug sales in the trunk of the man's car. <br />Officer Higgins could have easily ignored the comments made about the drugs, but because of his <br />tenacity and follow through, two people were arrested for possession of controlled substances with <br />intent to distribute and a large amount of drugs were taken off the streets. <br />Investigator Joe Guy <br />Medal of Merit <br />In September 1999, Investigator Guy developed an informant who gave him information regarding a <br />family run gang involved in defrauding area banks. After confirming the information's story was true, <br />Guy began building a case. <br />From September 1999 to October 2000 Investigator Guy, working alone: <br />Identified 117 suspects involved in the family's scam. <br />Interviewed 53 suspects getting admissions from all but 3. <br />Served 9 search warrants recovering thousands of dollars worth of inerchandise that <br />had been fraudulently purchased. <br />
