Request for Council Action <br />Page 3 of 5 <br />Officers Ganley and Stefani demonstrated a high degree of initiative, sound judgment, and <br />professional police work in the apprehension of this felon and recovered a significant amount of <br />narcotics and currency from the drug distribution trade. The Roseville Police Department would like <br />to recognize their efforts by awarding these two officers the Unit Citation. <br />Officer Joe Spark <br />Letter of Commendation <br />In early January of 2000, a rape was committed at the Motel 6 by several Asian gang members. <br />Officer Spark continually patrolled the area around Motel 6 looking for the suspects involved. .On <br />1/30/00, he located and stopped one of the cars believed to be used by the main suspect. <br />Officer Spark identified all members of the vehicle and conducted a search of their clothing finding a <br />handgun on one suspect. The suspect was arrested and the information was given to the Asian <br />Gang Task Force. <br />The suspect with the gun eventually admitted to being involved in the rape and gave the names of <br />several other gang members who had also been involved. <br />Because of Officer Spark's tenacity in looking for the suspect vehicles and the subsequent <br />investigation that stemmed from the stop, several arrests were made in a rape that would have been <br />difficult to investigate. In addition to locating the rape suspect, a gang member's handgun was taken <br />off the streets. <br />Officer Mark Schultz <br />Letter of Commendation <br />On 2/9/00, Officer Schultz saw a vehicle with fresh damage to its front bumper. Before he could get <br />turned around to stop the vehicle, it turned into an apartment complex and the occupants fled on foot <br />and were not located. The vehicle was determined to be stolen. <br />Using a cell phone left in the suspect vehicle, Officer Schultz eventually developed a suspect. Officer <br />Schultz followed up with this suspect and uncovered a large auto theft ring operating out of the <br />Roseville area. Over the next several weeks, Officer Schultz followed up with other suspects and <br />eventually recovered 6 stolen cars and got two people convicted of auto theft. <br />Because of Officer Schultz's hard work and investigative skills, a large criminal organization was <br />uncovered and shut down. <br />
