�/` ,'. <br />LU�, <br />Community Development Department �� <br />April 25, 2001 <br />Robert Larson, <br />Roseville Mobile Home Park <br />5005 Old Cedar Lake Road <br />St. Louis Park, Mn. 55416 <br />VIA Fax (612-374-2348) and MAIL <br />Re: Temporary Recreation Vehicle (R� Parking Requirements for Roseville Mobile <br />Home Park. <br />Dear Mr. Larsen: <br />The purpose of this letter is inform you that the City Council will decide on the <br />availability of temporary RV locations at its meeting on Monday, May 14, 2001. After <br />review with the staff and city attorney, the staff cannot issue a temporary permit until <br />after a Council approval because no formal approval has previously been granted for the <br />RVs by the City Council. Below, I have provided you with background and temporary <br />RV parking requirements for the summer construction season of 200 1 for the Roseville <br />Mobile Home Park, if the Council approves. <br />Historically, the 4 RV sites have no city permit to park within the Roseville Mobile <br />Home Park City staff research has shown that RV units (without city approval or permit) <br />have been parking intermittently on the front east area, adjacent to Lexington Avenue <br />since the early 1970s. <br />In the fall of 1999, the City Council, at a work session, encouraged you to complete a <br />rezoning to a planned unit development and reorganize the Roseville Mobile Home Park <br />with one improvement to include moving the seasonal RVS to a PUD permitted site in the <br />rear, southwest edge of the park The space in the front, along Lexington Avenue, in your <br />proposal, would be used for a portion of the land needed for 4 new double wide <br />manufactured living units and new landscaping. <br />You have indicated by letter (attached) and phone call (April 24, 2001) that it is <br />necessary to move the RVs from the front location immediately in order to allow for the <br />eventual PUD redevelopment during the summer. (The RV owners had previously been <br />given a commitment by you that they could locate in the park.) You have also indicated <br />that the revenue generated from the four RV sites is a portion of the revenue stream <br />counted on for the final mortgage. <br />In order to facilitate further improvements to the park, the Council (on May 14`") could <br />(but is not required to) approve the temporary relocation of the 4 RV spaces to the rear, <br />
