REQUEST FOR ClTY COUNCIL ACTION
DATE: 5/ 14/O 1
ITEM NO:c-i
Approval: Manager Aproval: Agenda Section:
 ( j CONSENT
Item escr'iption: livable Communities Demonstration Application
Twin lakes Business Park (PF33 14)
1. 0

Requested Action
City staff is requesting authorization to submit a grant application within the Metropolitan
Livable Communities Demonstration Program for assistance in the construction of the Twin
Lakes Parkway.
2.0 Backround
2.1 Since 1996, the Metropolitan Council has provided funding to innovative projects that
promote a livable community under the Livable Communities Demonstration Program.
2.2 According to the Metropolitan Council, livable communities are oriented toward a transit-
and pedestrian-friendly environment in neighborhoods with a mix of uses essential to daily
life of the residents including housing, workplaces, shops, parks and civic uses. Livable
communities foster a sense of place and community, where interaction and participation in
the community can occur. Land uses are compact and connected, encourage walking and
transit use, and accommodate both the car and pedestrian in a pleasing and interconnected
manner.
2.3 There are $6.5 million in available funds for the 2001 cycle, and supplemental funds are
available to enhance transit use. Part I Applications are due May 16`h and a supporting
resolution by the local unit of government is required. If the Part One application is
favorably considered by the Metropolitan Council, staff will be requested to submit a more
detailed Part Two application later this summer. If the project is approved for funding, the
city would be required to enter into a cooperative agreement with the Metropolitan Council
and funds would be available in 2002.
2.4 As part of this funding cycle, staff is recommending the submission of a Part I application
that would request $1 ,000,000 to apply towards the construction of the Twin Lakes Parkway.
RCA — Livable Grant Authorization 2001 -Page 1 of 3
