the most ecologically significant city-owned property in Roseville. Also, Reservoir
Woods, Central Park, and Lake Owasso will serve as critical connections in joining
Greenways from south of the city to the north and northwest of the city. These nearby
areas mapped as Greenways by the MN DNR (Opportunities for Protection and
Restoration Map, 7998) include St. Paul's Trout Brook in the southeast and the Rice
Creek Chain of Lakes, Snail Lake Regional Park to the north. Other potential areas to
connect to include open spaces in Shoreview, Vadnais Heights, and Arden Hills to the
north.
Extent of Collaboration
The Roseville Natural Resources Inventory and Management Plan will provide sound
management strategies for key natural areas within the city. These natural areas will be
significant in creating human and natural greenway corridors. For this project, viewed as
an initial phase of Greenway Planning, the primary collaborator will be the Ramsey
County SWCD, who will be completing a portion of the MLCCS digitizing. Ramsey
County will be kept apprised of progress in the project since they are in the process of
developing open space that is south of McCarrons Lake and closely situated to
Reservoir Woods Park. Other collaborators identified during any phase of the project will
be kept informed of activities.
Level of Public Support
The Roseville City Council and Mayor support this project in Resolution, as well as City
Staff. These officials view the Natural Resource Inventory Management Plan as an
important first effort in planning for and actively managing natural areas. Strong support
has also come from Roseville's various commissions for efforts to "take stock" of
significant natural resources and proactively manage them. City residents have also
expressed support for this type of planning effort, particularly residents who regularly
use, or live next to the parks slated for inventory.
Implementation Activities
It is anticipated that the information gathered during this study will be used to:
❑ Implement on-the-ground ecological restoration activities in the five identified
parks (city has dedicated monev for initial phases of on-the-around restoration once
the Manaaement Plans are completed)
o Create Greenway Corridor Plan. Roseville has a good working relationship with
neighboring municipalities and Ramsey County. Using information from this study,
Roseville intends to plan for Greenways that link parks, and quality natural areas
internally, as well as connecting to outside Greenways/Trails such as Trout Brook in
St. Paul, the Rice Creek Chain of Lakes, and others.
❑ Implement surface water management strategies that improve the ecological
quality of ponds, wetlands, and lakes in the study area; particularly Bennett and
Langton Lakes. Having MLCCS data will enhance surface water planning ability
through modeling, and future updates of Surface Water/Storm Water Management
Roseville Natural Resource Inventory and Management Plan 3
2007 Metro Greenways Grant Application
