REQUEST FOR CITY COUNCIL ACTION <br />DATE: OS/2ll01 <br />ITEM NO: 1 _ 2 <br />Manager �,Ap�roved: Agenda Section: <br />l Land Use <br />Item D�scription: Roseville �Iobile Home Park: Planned Unit Development Concept Plan <br />for Rezoning from "R-2 Two Family District and from `B-3" Retail <br />Business to "R-PUD", a Residential Planned Unit Development, 2599 <br />Lexington Avenue (PF 3225) <br />1.0 SUlVIiVI�RY OF REQUEST <br />1.1 The current Roseville Mobile Home Park operators (Robert Larsen, Gary Wrobel and <br />Roseville Estates, MHP) propose improvements that will require changes in the layout of <br />the Park Initially the applicants propose to add four new doublewide manufactured <br />housing units, move the seasonal RV's to the southwest corner of the site, create a <br />playground, improve trash screening, landscape and repave portions of the site. <br />1.2 The zoning must be changed from "R-2 Two Family District and `B-3" Retail Business to a <br />Residential Planned Unit Development (R-PUD) with the underlying or base zoning <br />becoming "R-8", Mobile Home Park In the fall of 2000, the Council encouraged the owners <br />of Roseville Estates to begin a PUD process that could tie up all the loose ends (and history); <br />and provide phased plans for future improvements. The Planning Commission reviewed the <br />sketch plan on April 11, 2001 and held the required "Concept" public hearing on May 9, <br />2001. <br />2.0 �IOBILE HO�IE PARK HISTORY <br />2.1 The Roseville Mobile Home Park has been in e�stence since the early 1950s. It is unique <br />in that some of the city's needed affordable housing is located here. Many of the housing <br />units are old and not replaceable with similar sized units (mainly because manufacturers <br />no longer make these small units). <br />2.2 From a study completed by the I-35W Coalition to compare mobile home park <br />populations in the seven cities area, the residents appear to be older (44 average age) than <br />other park residents. With appro�mately 1.5 residents per unit and 175 total residents, <br />the Roseville Mobile Home Park is the smallest of the parks. There are few children <br />(less than 20) who live here on a year around basis. However, there are more middle age <br />residents percent-wise than other parks. The majority of the units in Roseville have <br />"adult only" households (75%). The operators report the largest numbers of <br />householders are single, divorced middle age men. Approximately 24% of the <br />householders have lived at the Roseville Mobile Home Park more than five years; 75% of <br />the residents have moved into the park in the past five years. <br />2.2 By reviewing the past aerials of the City and the Park owners, the unit count can be seen <br />for a period of 24 years (1954-1996). The number of homes varied from 83 to 105, and <br />the number of RVs varied from 0 to 4.
