REQUEST FOR CITY COUNCIL ACTION
Manager Approved:
ATE: 06/1 1/0]
ITEM N0: I' 1
Agenda Section:
LAND USE
Iterrt Description: A request by ennis rokop to rezone property located at b
Haddington Road from R-2, Two Family Residence District to R-3A,
Multi-Family Residential District; Three to Twenty Four Units and
receive applicable Variances on the property to conform with the new
(R-3A) zoning designation (PF3305).
On May 21, 2001, the Roseville City Council continued this request due to the applicant not
being present. Because of the changes in the Council meeting times during the month of
May, the regularly schedule meeting date of May 29th was cancelled. The meetin changes
created some confusion. Mr. Prokop thought the meeting was on Tuesday the 29t as
indicated on previous mailings.
1.0 REQUESTED ACTION
1.1 Dennis Prokop has requested approval of a rezoning from R-2, Two Family Residence
District to R-3A, Multiple Family Residential District; Three to Twenty Four Units, and
any applicable variances for the property to conform to the new zone. The property is
located at 2 180 Haddington Road.
1.2 Section 1015.01 to 1015.03 specifies the procedures for considering a property rezoning.
2.0 BACKGROUND
2.1 Mr. Prokop recently acquired the property and expressed interest in updating the
structure and constructing a detached garage. Staff reviewed the proposal and concluded
that the zoning did not conform to the Comprehensive Land Use Plan and a rezoning
and/or variances would be necessary to complete work on the site.
2.2 The 16,280 square foot properiy is currently zoned R-2, Two Family Residence District
which allows for single family and two family units. The current use of the properiy as a
five unit multiple family residence is a pre-esting non-conforming use within the R-2
zone.
2.3 The City researched the property and concluded that 2 180 Haddington Road has been a
five unit multiple family residential structure since the 1940's (the zoning code was
adopted in 1959).
PF3305 — RCA 061101 Page 1 of4
