1.0 <br />Approval: <br />REQUEST FOR CITY COUNCIL ACTION <br />City Managgr Approval: <br />DATE: 6/26/Ol <br />ITEM NO: C-14 <br />Agenda Section: <br />CONSENT <br />Resolution Providing the City Manager with the Authority to Execute <br />Documents Regarding Acceptance and Administration of the US <br />Environmental Protection Agency Supplemental Assistance for <br />Brownfields Assessment Demonstration Pilots <br />REQUESTED ACTION <br />l.l The City of Roseville has been selected to receive $150,000 from the US Environmental <br />Protection Agency (EPA) to conduct a groundwater study of the Twin Lakes Redevelopment <br />Area as part of an extensive environmental assessment of Twin Lakes to better position the area <br />for future redevelopment. <br />1.2 As part of accepting the grant, the City is required to prepare a detailed work plan and execute <br />several federal assistance forms pertaining to the grant. The attached resolution provides <br />authorization to the Acting City Manager, on behalf of the City, to execute the required federal <br />assistance forms and administer the work plan. <br />2.0 BACKGROUND <br />2.1 The Twin Lakes Business Park Redevelopment Plan was completed in the mid-1980s and <br />incorporated into the City's Comprehensive Plan. The purpose of this plan is to guide future <br />development in the area generally bounded by County Road C West on the south, Cleveland <br />Avenue on the west, County Road C-2 on the north, and Fairview Avenue on the east. <br />2.2 To reduce the costs of possible contamination cleanup in the area as part of the purchase of the <br />Twin Lakes Parkway ROW and continue to inform the citizens and businesses in Roseville on <br />the continued efforts in this area, the City applied for funds from the EPA, in an application <br />authorized by Council on March 22, 1999. <br />2.3 The Environmental Protection Agency previously provided $200,000 in Brownfield Assessment <br />Demonstration Pilot funds to the City of Roseville in June, 1999. The goal of the Pilot was to <br />provide up to $200,000 in grants over two years for projects that test cleanup and redevelopment <br />planning models, direct special efforts towards removing regulatory barriers without sacrificing <br />protectiveness, and facilitate coordinated environmental cleanup and redevelopment efforts at <br />the federal, state and local levels. The funds are being used to bring together community groups, <br />investors, lenders, developers, landowners and other affected parties to address the issue of <br />cleaning up sites contaminated with hazardous substances and preparing them for appropriate, <br />productive use.
