2.4 In January 200 1, the City of Roseville applied for the $150,000 in Supplemental Assistance for <br />Brownfields Assessment Demonstration Pilots, to conduct an area-wide moundwater studv of <br />Twin Lakes. The goals of the study are as follows: <br />. Accelerate redevelopment along the Twin Lakes Parkway and in the entire <br />Redevelopment Area; <br />. Protect deep groundwater resources and receptors, and establish risk-based <br />redevelopment goals for the entire Twin Lakes Redevelopment Area rather than for <br />individual parcels; <br />. Develop a standard regulatory approach to streamline investigations and remediation on <br />individual parcels in the Twin Lakes Redevelopment Area; and <br />. Provide more certainty to properiy owners and developers regarding the cost and timing <br />of investigations needed on individual parcels. <br />2.5 The US EPA notified the City of Roseville on their selection of Roseville for the Supplemental <br />Assistance for Brownfields Assessment Demonstration Pilots funds in a letter dated May 1,200 1 <br />with the requirement to prepare a work plan and complete documents that constitute a <br />cooperative agreement to access the funds. <br />3.0 STAFF CONIMENT <br />3.1 An area-wide groundwater study of the Twin Lakes Redevelopment Area is critical to the long- <br />term successful redevelopment of the underutilized and potentially contaminated properties in <br />Twin Lakes. Given the City's preference to allow market-driven development to occur in Twin <br />Lakes, the groundwater study is one way the City can leverage federal funds to provide useful <br />information to property owners and developers regarding the state of the soil and groundwater in <br />Twin Lakes. The absence of such information and uncertainty about the quality of the sites could <br />hinder the redevelopment of the area by market forces. <br />3.2 The cooperative agreement documents and work plan draft are due to US EPA Region 5 by July <br />13, 2001. <br />4.0 STAFF RECONIMENDATION <br />4.1 Since a City Official must sign the documents provided in the cooperative agreement, staff is <br />recommending that Council provide the Acting City Manager, on behalf of the City of Roseville, <br />with the authority to execute the required forms and administration of the work plan.
