Department Approval: <br />REQUEST FOR COUNCIL ACTION <br />Manag_er Reviewed: <br />�I <br />DATE: 06/26/O1 <br />ITEM NO.: F-2 <br />Agenda Section: <br />Item Description: Approve an Agreement between the City of Shoreview and the City of Roseville <br />for Contract Administration of the West Owasso Boulevard Reconstruction <br />Proj ect. <br />On June 11, 2001, the Council tabled this agenda item in order for staff to conduct an <br />information meeting with residents adjacent to the project pond construction. We held that <br />meeting on June 19, 2001. <br />Background: On May 14, 2001, Council awarded the bid for the reconstruction of West Owasso <br />Boulevard. This is a joint project with the City of Shoreview. It is necessary to have an agreement <br />laying out individual City responsibilities for this reconstruction project. The City of Shoreview City <br />Council approved this agreement May 7, 2001. Segment 1 of this project is a11 work within the City <br />of Roseville as well as the construction of the joint sedimentation basins on the border of the two <br />Cities. Segment 2 of this project is all work on the Shoreview portion of West Owasso Boulevard. <br />The City of Roseville will be the contracting agency for the entire West Owasso Boulevard Project. <br />Engineering and inspection will be provided by Roseville for Segment 1, and by Shoreview for <br />Segment 2 of the project. This agreement defines these responsibilities, as well as establishes a 4% <br />administrative fee to be paid to Roseville for the additional contract administration responsibilities. <br />Financial Implications: Each City will pay for their own portion of the project construction within <br />their City boundaries, with one exception. A joint storm water pond project exists on the border of <br />the two Cities. Costs for this "shared" facility will be split by the two Cities based on the total <br />amount of storm water runoff being directed to it from their portion of the reconstructed road proj ect. <br />At this time, the funding split is 80 % Shoreview and 20 % Roseville. We have included language in <br />the agreement that addresses future maintenance of this facility. <br />Policy Objectives: The attached agreement delineates project and payment responsibilities related to <br />the project. The Cities will have a clear understanding of who holds what responsibilities. <br />RECOMMENDED COUNCIL ACTION: <br />Approve the Joint Powers Agreement City of Shoreview- City of Roseville West Owasso Boulevard <br />Reconstruction and Storm Water Ponds. <br />Prepared by: Debra Bloom <br />
