1i

Memo
2660 Civic Center Drive Roseville, Minnesota 55113
DATE: June 21, 2001
TO: Ed Burrell, Acting City Manager
FROM:
SUBJECT:
(651)490-2200 fax: (651)490-2275
Debra Bloom, Acting Public Works Director, 65 1-490-222 1
West Owasso Boulevard Pond Construction Meeting Summary
On June 19, we held a meeting regarding the proposed sedimentation basin construction associated with
the West Owasso Reconstruction Project. The purpose of this meeting was to address the questions
brought to the Council at the June 11 Council meeting. We invited the residents in Neighborhood 18 to
attend. A number of topics were covered during the course of the 2.5 hour meeting, what follows is a
brief summary of the major points.
• Existing Trees: 1.2 acres of trees will be removed. These trees consist mainly of cottonwoods. The
majority of them are less than 12 caliper inches.
• Wildlif'e: The natural area to the north of Charley Pond is approximately 120 acres in size. There are
deer, birds, and other animals that make this area their home. The construction activities on the 1.2-
acre pond site may temporarily displace some of these animals; however, once the ponds are
completed, the animals will reestablish themselves.
• Storm pond design: We provided information on water elevations in the ponds and wetland to the
north for the new basins in the event of a 1% storm (6-in/24 hr), as well as a higher intensity storm
(12-in/24 hr). The new basins have been designed to have no impact the current Charley Pond
drainage area. Emergency overland flow will go into the wetland to the north
• Maintenance of ponds: These basins will be maintained as a part of our pond maintenance program.
We have surveyed the condition of all storm ponds within the City and have established a clean-out
schedule. Clean out consists of removing sediment deposits at inlets and outlets. The frequency of
clean out depends on the location and amount of sediment deposited within these basins. (i.e. a pond
adjacent to a high traffic road would receive more sand, and would need to be cleaned out more
frequently) The new ponds, as well as Charley Pond, would be monitored as a part of this program.
The City will perform only maintenance required to keep the ponds functioning as designed.
• Future project notification: We will make it a policy to notify subwatersheds (properties that drain
to the effected area) when storm sewer improvements are proposed in conjunction with road
reconstruction projects.
• Landscaping: We will develop a landscape plan and invite the neighborhood to another meeting in
July to comment on the design. This plan will consist of native shrubs, trees and grasses.
• Algae and odor: The ponds will develop algae blooms in times of low rainfall, as well as high hea
The reason for this is the presence of phosphorus in the water. There may be some odor associated
with these occurrences.
• Other drainage concerns: Residents on Millwood and Brenner have concerns about backyard
drainage, as well as ponding water in the streets during high intensity events. Staff will work with
these residents to determine if there is a way to resolve their concerns.
We will be meeting with residents again net week to walk the site and discuss clearing boundaries. This
meeting will be June 27 at 3:30 pm. Beth Kunkel, environmental scientist with URS/ BRW, will be on
hand to address environmental questions. The contractor will start clearing the trees the next day.
If you hae any questions, please let me know.
\1TransitPublic W orksEngineeringProj ects2001 _Proj ects12001 _ContractB_P-S W-O 1-09_Owasso\wOwassopondmtg_mem. doc
