Recess Kysylyczyn opened the public hearing and accepted public comment Resolution 9904 regarding the findings of the Comprehensive Plan amendment and Amendment the AUAR, consecutively. Comprehensive Plan Twin Lakes Business Park Mastel moved, Maschka seconded, by resolution, to approve the final amendment of the Comprehensive Plan for the Twin Lakes Business Park area from "Business" and "Industrial" to "Business Park" as described in the Twin Lakes Master Plan dated June 26, 2001 and as amended by Council with the Scenario #l. The amendment shall also include the findings of the AUAR and mitigation plan. Roll Call, Ayes: Goedeke, Mastel, Klausing, Maschka and Kysylyczyn. Nays: none. Klausing, Goedeke seconded, to adopt a resolution accepting the findings of the AUAR and Mitigation Plan for the Twin Lakes Business Park and to authorize staff to prepare response letters to the agencies providing comment and to resubmit the Mitigation Plan to the EQB for final comment. Roll Ca11, Ayes: Goedeke, Mastel, Klausing, Maschka and Kysylyczyn. Nays: none. Land Use I-1 Klausing moved, Mastel seconded, to adopt a resolution approving the request by Qwest Wireless for a Conditional Use Permit to a11ow the installation of a 60 foot ta11 monopole with one cylinder antenna and associated equipment cabinets, based on the information indicated in Section 4 and 5 and the conditions in Section 6 of the project report (condition changes indicated in bold underline) dated June 26, 2001. I-2 Klausing moved, Goedeke seconded, approval of the General Concept Plan for Northwestern College regarding the proposed construction of a two-story office structure, on property located in the southwest corner of Lydia and Snelling Avenues and directly adj acent (east) to the Northwestern College apartment complex, to accommodate a two story, 40,9 17 square foot office, classroom and radio building (including basement) for KTIS Radio.
