REQUEST FOR COUNCII, ACTION <br />DATE: 07/ 18/Ol <br />ITEM NO.: F-2 <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />�€ <:� � ���C � � �Z� <br />Item Description: Receive Feasibility Report for Zimmerman Lake Drainage Improvements <br />and Order Preparation of Plans and Specifications. <br />Background: On June 11, 2001 the Council ordered the preparation of a feasibility report for <br />the Zimmerman Lake Drainage improvement Project. WSB and Associates, one of the City's <br />Engineering Consultants, has completed this report. We have attached a copy of this report <br />for your review. <br />The proposed drainage improvement would address two regional flooding problems. During <br />intense storm events, water accumulates in the south ditch of TH 36 just north of the CFL <br />building and backs up to the south and into the CFL building. Since the water is not able to flow <br />through to Zimmerman Lake, it causes problems in the upstream pipe. At the intersection of <br />Eldridge Avenue and Pascal Street, the water surcharges out of the existing pipe and floods the <br />street as well as portions of the Har Mar Mall parking lot. <br />The proposed drainage improvements would increase the culvert capacity under Highway 36 <br />by jacking an additional 72-inch pipe and a 54- inch pipe to convey water into Zimmerman <br />Lake. This improvement would address both of these regional flooding problems. <br />We ha�e met with CFL/Wellington Management, Mn/DOT, and received commitments from <br />them regarding their contributions to this project. The City of Falcon Heights will be <br />discussing this with their Council ne�t week, and we are still working with the University of <br />NTinnesota on a decision regarding their commitment. Rice Creek Watershed District has <br />reviewed the proposed project and supports the findings of the modeling. <br />Financial Implications: The project would be financed through cost sharing agreements <br />between the City of Roseville and several parties. The basis for this cost share is split between <br />overall drainage area and contributing runoff. The initial drainage study was prepared in <br />cooperation with Mn/DOT and Wellington Management. Both Mn/DOT and Wellington <br />Management have agreed to contribute money based on their percentage of drainage area into <br />this system.
