REQUEST FOR CITY COUNCIL ACTION Date: 07/23/01 Item No: I —1 Agenda Section: LAND USE Description: A request by Roselawn C�einetery for a Conditional Use Permit to allow the construction of a crematory on the cemetery grounds adjacent to the existing of�ce and garage (PF3315). 1,O REQUESTED ACTION 1.1 Roselawn Cemetery, 803 Larpenteur Avenue, requests approval of a conditional use permit (CUP) to construct a 1,800 square foot (30 foot by 60 foot) crematory north of Larpenteur Avenue adjacent the e�sting cemetery buildings. 2.0 BACKGROUND — CITY CODE REQUIREMENTS 2.1 Section 1004.02C 10 of the Roseville Zoning Ordinance allows cemeteries as a CUP within the R- 1, Single Family Residence District. 2.2 The CUP process (Section 1013 of the City Code) for this request allows the City to consider: ➢ Compatibility with adjoining properties. ➢ Impacts on traffic and public facilities. ➢ Impacts on property value. ➢ Impacts on general health, safety, and public welfare. ➢ Compatibility with the Roseville Comprehensive Plan. 2.3 The process also allows the City to impose those conditions it considers necessary to protect the public health, safety, and welfare. 3.0 BACKGROUND — SITE DESCRIPTION $t PROPOSAL 3.1 Roselawn Cemetery is located in Comprehensive Plan District 14 with a future land use designation of "CENP' for Cemetery. The use is consistent with the land use designation. `The cemetery was established in 1906 and the original plans indicated a chapel and crematory near the current location. In 1989 the City Council adopted a resolution setting the boundaries of the cemetery. 3.2 Roselawn Cemetery lies directly adjacent to Larpenteur Avenue (south) and Victoria � Street (west). Reservoir Woods lies to the north and residential homes along Alameda Street and townhomes along Emerald Ridge lie to the east. PF33 15 RCA (07230 1) - Page 1 of 5
