3.3 The cemetery properiy along with and the properties that surround it hae a zoning
designation of R- 1, Single Family Residence. A cemetery is a conditional use in an R- 1
zone.
3.4 The applicant proposes to construct a 30 foot by 60 foot (1,800 square foot) crematory
structure and make parking lot drive lane modifications including construction of a
service drive to the crematory from the esting service area (east) and construction of six
parking spaces and a walkway (north). The proposed location is identified on the
attached site plan.
3.5 The proposed structure would be compatible with the esting cemetery buildings and
constructed of similar building materials to the garage.
3.6 The building would be separated into three areas. Area one would consist of the
vestibule, reception/viewing area, and office. Area two would consist of crematory
burners and a cooler. Area three would consist of the receiving garage.
3.7 The crematory burner is a natural gas fuel, automatic operation unit with an emission
control system that continuously monitors the clarity of the eaust gases and
automatically takes corrective action. From correspondence with the Minnesota
Department of Health, the "All" unit is the most widely used manufacture crematory in
the metro area. The crematory unit is appromately 8 feet tal1, 5.5 eet vnde, and 14.5
feet long.
3.8 Comments from Forest Lawn Cemetery in Maplewood indicate that they hae not
received any complaints from neighboring residents regarding their crematory.
4.0 CONDITIONAL USE PERMIT REVIEW
4.1 Section 10 13.0 1.D of the Roseville Zoning Ordinance lists the criteria reviewed when
considering the issuance of a conditional use permit. The criteria are as follows: impact
of parking; impact on parks, streets, and other public facilities; compatibility of site plan,
internal traffic circulation, landscaping and structures with contiguous properties; impact
of the use on the market value of contiguous properties; impact on the general public
health, safety, and welfare; compatibility with the City's Comprehensive Plan.
4.2 Staff has reviewed the development proposal with regard to the criteria in Section
10 13 .O 1.D of the Roseville Zoning Ordinance and concludes the following:
A. The proposed crematory structure will not create significant additional traffic nor
the need for additional public facilities,
B. The proposed crematory will require screening of landscaping fence, or a
combination thereof. The proposal indicates screening from Larpenteur Avenue
by an American white cedar hedge (partially esting) and additional spruce trees
placed on the west side to screen the structure and parking from Victoria Street.
PF33 15 RCA (07230 1) -- Page 2 of 5
