Opportunity Grant Criteria: <br />General Criteria: <br />■ Located within the Regional Blueprint urban area or urban reserve <br />. In predevelopment phase <br />Selection Criteria: <br />1. Potential for integrated and compact land use. <br />2. Potential to be physically integrated and compatible with adjacent land uses. <br />3. Potential to have sufficient population, jobs and activities to result in a walkable <br />environment that is or can be accessible by transit. <br />4. Potential to enhance overall design quality such as architectural style and building scale, <br />features of historic significance or community identity, public spaces that create a sense <br />of place, convenience of pedestrian features. <br />5. Potential for replication. <br />6. Potential for public-private implementation partnerships. <br />7. Potential for broad, extensive public involvement and a planning/implementation process <br />that can ensure successful implementation. <br />8. Local political and/or community commitment. <br />9. Opportunity to promote and develop a land use pattern consistent with program goals <br />would be lost if applicant city does not act in a timely way to direct development process <br />in the face of pressures for conventional development solutions. <br />10. Opportunity to link local development plans and connect land uses with regional priorities <br />and investments such as transitways, transit hubs. <br />In the selection process, the Council will attempt to fund projects that represent a diversity of <br />community types and locations. <br />Submit 15 copies of your application by 4:30 p.m. on August 1, 2001 to <br />Joanne Barron <br />Metropolitan Council <br />Mears Park Centre <br />230 East Fifth Street, <br />St. Paul, MN 55101 <br />
