5.6 The structure is a contemporary collegial design, which incorporates the use of brick, <br />stone, metal, and stainless steel into the facade (see attached rendering). The proposed <br />structure will be designed to allow for an additional third floor in the future, which will <br />require an amended PUD to solidify uses and parking. The proposed office building also <br />incorporates window wells to provide natural light into the basement, which initially will <br />be used as storage. <br />6.0 STAFF RECOMMENDATION <br />6.1 Over the past months, the Community Development staff has worked with Northwestern <br />College and their architect The Lawrence Group to create a site development that meets <br />the Council's General Concept Plan approval. We have determined that the proposed <br />Fina1 Development Plan of the KTIS/Skylight office building is consistent with the <br />overall master land use plan for the entire PUD #1124, and with the Council's action on <br />7une 26, 2001. <br />6.2 Staff recommends approval of the second reading of an ordinance establishing the zoning <br />of the property (three parcels) as a Planned Unit Development with an underlying zoning <br />of Limited Business District (B-1) consistent with the plans submitted to the City dated <br />August 6,200 1, allowing Northwestern College to construct two story above grade, <br />40,9 17 square foot office complex. Staff further recommends approval of the Planned <br />Unit Development Agreement creating the necessary and specific terms and conditions <br />under which these parcels and the development must function. <br />7.0 SUGGESTED CITY COUNCIL ACTION <br />7.1 By motion approve (approve w/modifications or deny) the second reading of the <br />ordinance establishing the zoning of the property (three parcels) as Planned Unit <br />Development consistent with the plans submitted to the City dated August 6, 2001, <br />allow Northwestern College to construct a 40,917 square foot office complex (see <br />attachment). <br />7.2 By motion approve (approve w/modifications or deny) the Planned Unit Development <br />Agreement (PUD) between the City and Northwestern College, which document <br />specifies and binds both parties to all terms and conditions listed in said document. <br />7.3 The Community Development staff will prepare the PUD agreement and get the <br />necessary signatures from Northwestern College and Roseville Officials. The PUD <br />agreement will then submitted to Ramsey County for recording against the subject <br />parcels. A full building permit will not be issued until the PUD agreement has been <br />signed and submitted to Ramsey County for recording.
